El artículo 3° del Decreto número 766 de 1964, quedará así:

"Artículo 3° La Dirección de la Lotería de los Territorios Nacionales estará a cargo de una Junta integrada así:

Por el Secretarlo General del Ministerio de Gobierno, o su delegado personal quien la presidirá.

Por el Secretario General del Ministerio de Salud Pública, o su delegado personal.

Por el Director General de Intendencias y Comisarías.

Como Secretario de la Junta actuará el Jefe de la División de Control Administrativo de la Dirección General de Intendencias y Comisarías".
