Conforme al literal c) del artículo 17 del Decreto 146 de 1976, los planes y proyectos de reorganización general, o parcial de la entidad, se someterán para su revisión y concepto a la Secretaria de Administración Pública de la Presidencia de la República. Los contratos que con el mismo objeto se proyecten celebrar, deberán contar con el concepto favorable de la misma Secretaría.
