Las diferencias que ocurran entre los indígenas y las entidades favorecidas que en la presente Ley serán decididas por un Tribunal arbítral compuesto de tres miembros: uno nombrado por el Gobernador de Nariño, otro por los indígenas del Valle de Sibundoy y el tercero por el Tribunal Superior del Distrito Judicial de Pasto. Dicho Tribunal funcionara en la capital del Departamento de Nariño.
