El menor nacido en territorio colombiano, siendo hijo de padres extranjeros, para poder obtener pasaporte colombiano, además de llenar los requisitos señalados en el artículo 15, así como los del Capítulo VII del presente Decreto, deberá comprobar que sus padres estaban efectivamente domiciliados en Colombia en el momento de su nacimiento.
