No podrán prepararse en el país cocaína y sus sales, eucaína, alfa o beta, codeína, morfina o las sales de estas o sus derivadas o demás drogas cuyo uso forme hábito pernicioso, sino en un laboratorio oficial designado por el Gobierno. Las infracciones de esta disposición serán castigadas con multas de cien pesos ($ 100) a quinientos pesos ($ 500) y prisión por uno a seis meses.
