° Facúltase a la Inspección General de Navegación y a los Intendentes e Inspectores fluviales para dictar, con efectos en el radio de su jurisdicción, las medidas tendientes a procurar el mejor servicio de transportes fluviales, especialmente en lo que se refiere al atraque, zarpe; cargue y descargue en los respectivos puertos.
