Con el fin de fomentar la producción de oro y de ayudar al pequeño industrial, el Ministro de Hacienda y Crédito Público procederá a acordar con el Banco de la República el establecimiento de nuevas agencias de compra de oro dependientes de dicho Banco en regiones donde se justifiquen. Por intermedio de los Inspectores del Comercio de Oro, la Sección de Aduanas, Cambios y Exportaciones estudiará las necesidades de las diversas regiones mineras.
