Vacancias. Las faltas absolutas del Secretario se suplen con una nueva elección, en el menor término posible. Estando en receso la corporación, será encargado el Subsecretario o funcionario que siga en jerarquía. Este mismo le reemplazará en caso de falta temporal.

El Subsecretario será elegido por la respectiva Cámara para el período constitucional de esta, y deberá reunir las mismas calidades exigidas para ser Secretario General.

Cumplirán los deberes que corresponden al ejercicio de su función y los que determinen las respectivas Mesas Directivas.
