Art. 4º En lo que tenga relación con las oficinas de la inmediata dependencia de los Ministerios y de las Gobernaciones de los Departamentos, se entenderá el Ministro directamente con el respectivo Ministro ó Gobernador, y por conducto de estos altos funcionarios con los demás empleados subalternos.
