Cuando el campesino, trabajador agrario ocupante o poseedor de buena fe, cumpla con los requisitos que distinguen al pequeño productor y no cuente con título que acredite la propiedad de la tierra sobre la que este desempeña sus labores agrarias, el Gobierno nacional garantizará la titularidad de dichos predios mediante un plan de formalización de la propiedad de la tierra dentro de las Zidres.
