Facultades generales. En virtud de la declaración del Estado de Conmoción interior, el Gobierno podrá suspender las leyes incompatibles con dicho estado y tendrá las facultades estrictamente necesarias para conjurar las causas de la perturbación e impedir la extensión de sus efectos. Estas facultades incluyen las demás consagradas por la Constitución y la presente ley.
