amends decreto 1344/70

El artículo 188 del Decreto-ley 1344 de 1970, quedará así:

Artículo 188. Cuando un vehículo transite por vía pública desprovisto de llantas neumáticas o caucho macizo, será inmovilizado sin perjuicio de la responsabilidad que se le deduzca al conductor y al propietario por los daños causados en la vía.
