Políticas de primera infancia, adolescencia y juventud. El Instituto Colombiano de Bienestar Familiar, en su rol de rector del Sistema Nacional de Bienestar Familiar, continuará implementando estrategias de incidencia en los Planes de Desarrollo de las entidades territoriales para incorporar Políticas de Primera Infancia, Infancia, Adolescencia y Juventud, y Fortalecimiento Familiar, que promuevan la participación y reconciliación social con un enfoque diferencial.

Los entes territoriales deberán adaptar e implementar estas estrategias de incidencia en sus territorios de acuerdo con sus capacidades y las necesidades identificadas en cada uno de ellos.
