º. En el presupuesto anual del Fondo podrá apropiarse una suma señalada por el Gobierno Nacional, la cual ha de ser transferida al Departamento Administrativo de Aeronáutica Civil para el pago de asignaciones, salarios y prestaciones sociales de empleados públicos o de trabajadores oficiales que nombre o contrate el Departamento con el fin de atender a necesidades propias de su función. Dicha suma no podrá ser superior al diez por ciento del presupuesto respectivo. En ningún caso el Fondo Aeronáutico Nacional podrá celebrar contratos de trabajo, ni de prestación de servicios con personas naturales.
