Si por cualquier motivo el Departamento del Huila o la Nación, separada o conjuntamente, no hubieren emprendido la construcción del ferrocarril Espinal - Huila - Caquetá, en la parte correspondiente al territorio del Huila, cuando el del Tolima haya llegado a veinte kilómetros del límite entre los dos Departamentos, el del Tolima podrá acometer por su cuenta, en las mismas condiciones de la Ley 31 de 1919 y la presente, la continuación de la obra hasta la ciudad de Neiva o sus inmediaciones, dando aviso a los Gobiernos Nacional y del Huila con noventa días de anticipación.
