ARTICULO 39 . El ingreso de extranjeros y salida deberá hacerse exclusivamente por los puertos aéreos, marítimos, fluviales o terrestres que señale el Gobierno Nacional, mediando en todos los casos la correspondiente intervención de las autoridades de migración con observancia del artículo 2° de este estatuto.
