Artículo undécimo. El canje de certificados de cambio por giros en monedas extranjeras, autorizado por la Oficina de Registro de Cambios en virtud de la Ley 1ª de 1959 y del presente Decreto, que tenga por objeto cubrir los gastos a que alude el artículo 2° de este mismo Decreto, estará exento del pago de impuestos de giros o de cualquier otro gravamen fiscal.
