Toda providencia que resuelva un recurso de reposición y modifique la contribución de valorización rebajándola en suma superior a cincuenta mil pesos ($50.000.00), si no fuere apelada, deberá ir en consulta ante el Ministerio de Obras Publicas, quien tendrá el termino de un mes para confirmar, modificar o revocar la providencia consultada, vencido el cual quedara en firme.
