En desarrollo del artículo 368 de la Constitución Nacional, la Nación, los Departamentos, los Municipios y los Distritos, sin perjuicio de lo dispuesto en otras leyes, dispondrán en sus presupuestos anuales partidas suficientes para subsidiar las tarifas de los servicios públicos domiciliarios en los estratos más bajos de la población de las Zonas de Frontera.
