Esta Ley no modifica las anteriores sobre la materia en cuanto a provisión de fondos para la construcción del ferrocarril del Carare, pero cuando se haya conseguido el empréstito de los doce millones de pesos ($ 12.000,000) de que trata el artículo 1°, sólo deberán incluirse en los Presupuestos de gastos las partidas necesarias para el puntual servicio de ese empréstito.
