ARTICULO 137. Ejercicio de las facultades reguladoras en materia de contabilidad. Salvo lo dispuesto en normas superiores, el ejercicio de facultades en virtud de las cuales otras Autoridades distintas del Presidente de la República pueden dictar normas especiales para regular la contabilidad de ciertos entes, está subordinado a las disposiciones contenidas en el Título Primero y en el Capítulo I del Título Segundo de este decreto.
