Art. 1.º Créanse las siguientes plazas, con las asignaciones que se expresan: Un Inspector general de las líneas telegráficas del Departamento del Cauca, con la asignación anual de $2,400; y un Ayudante para cada una de las Oficinas telegráficas de Palmira, Túquerres y Bolívar, con una asignación anual de $480 cada uno; y nómbrase para desempeñarlas, á los Sres. Julio A. Guinand, Dionisio R. Basto, Pedro M. Hurtado y Daniel Varona, respectivamente.
