Articulo 71. Del uso y la irrevocabilidad de la licencia. En ningún caso el funcionario podrá separarse de su cargo sin haber recibido copia de la providencia de personal por la cual se le autorizó 1a licencia. La licencia ordinaria o voluntaria no puede ser revocada por la autoridad que la ha concedido, pero el funcionario puede renunciar en cualquier tiempo.
