Cuando se trata de rentas e ingresos que solo deban recaudarse una vez, o de rentas e ingresos nuevos, basados en leyes y acuerdos que entren en vigencia durante el año fiscal a que se refiere el proyecto de presupuesto, se empleará el sistema de evaluación directa de los productos que se espera percibir.
