El Gobierno hará una edición popular de todas las obras del extinto y las distribuirá de manera preferente entre las bibliotecas públicas de los Municipios del país y los colegios y las escuelas de aquellos Municipios donde no existiere biblioteca pública. Igualmente, se hará llegar a todas las oficinas diplomáticas consulares de Colombia en el Exterior, en cantidad suficiente para distribuírlas entre las bibliotecas y otras instituciones extranjeras, a juicio del Ministerio de Relaciones Exteriores, que quedará encargado de dirigir la publicación.
