El Gobierno aplicará a las carreteras del Carare y El Progreso los mismos procedimientos ordenados en el artículo 1º de esta Ley para la Carretera Central del Norte, e intensificara los trabajos en las secciones primera y cuarta de la de El Progreso, estableciendo desde el 1º de enero próximo una sección de presos organizada y pagada de manera análoga a la que trabaja actualmente en la Carretera Central del Norte.
