Para efectos de lo dispuesto por el Artículo 17 del Decreto-Ley 2811 de 1974, se organiza el servicio nacional ambiental con el objeto de preparar el mayor número posible de ciudadanos en el conocimiento y solución de los problemas relativos a la protección del ambiente y al manejo de los recursos naturales y renovables.
