La Nación procederá a construír una carretera que partiendo de la ciudad de Túquerres, en el Departamento de Nariño, conduzca al sitio de turismo de "Laguna Verde" en el Volcán "Azufral", en donde así mismo se levantara, para servicio de los turistas un refugio o albergue dotado de los adelantos que la técnica aconseje.
