º. Difierese hasta 1.o de enero de 1896 la fecha en que debe empezar a tener cumplimiento la ley 70 de 1894. Queda así reformado el decreto número 453, 30 septiembre. No obstante este aplazamiento, declarase derogado por razón del restablecimiento del orden público, el decreto número 19, 24 enero, por el cual, y con arreglo a la ley, se autorizó una nueva emisión de papel moneda destinado a gastos de guerra.
