Participación calificada del Estado en las asambleas. En las asambleas generales del Fodesep, bien sean éstas ordinarias o extraordinarias, los representantes de las entidades estatales que concurran deberán presentar una posición unificada, que equivaldrá a un número igual a la tercera parte del total de los votos de las instituciones de educación superior afiliadas hábiles asistentes a la asamblea.
