Los ingresos por concepto de derechos de tránsito solamente podrán cobrarse de acuerdo con las tarifas que fijen los Concejos. Las tarifas estarán basadas en un estudio económico sobre los costos del servicio, con indicadores de eficiencia, eficacia y economía.
