Crease con destino al ensanche y al mejoramiento de los Lazaretos de la Republica, una renta especial, la que consistirá en el producto de los gravámenes que se determinaran en los artículos siguientes. Con el producto de la renta ,se formara un capital cuyos intereses serán aplicados a los fines con los cuales se crea la renta.
