Artículo segundo. El Gobierno Nacional queda facultado para obtener los créditos, e incluir en los presupuestos correspondientes a los años de 1983 a 1986, las partidas necesarias para la financiación y construcción de la obra que se ordena por la presente ley y asimismo para incluir los contracréditos que fueren indispensables para el oportuno cumplimiento de lo aquí dispuesto.
