Solo tendrán derecho a los auxilios decretados por esta ley los damnificados que comprueben carecer de bienes y de rentas. En el decreto reglamentario, el Gobierno establecerá las disposiciones necesarias para la equitativa distribución del auxilio entre los respectivos perjudicados.
