Artículo cuarto. Sin perjuicio de lo dispuesto en el artículo anterior, para poder devengar la asignación básica correspondiente a una categoría superior, se deberán cumplir los requisitos exigidos en el artículo 5o. del decreto-ley 134 de 1991.
