Suprímese el concepto previo de los comités asesores para la creación de instituciones estatales u oficiales o el reconocimiento de la personería jurídica a instituciones de educación superior privadas. Presentada la respectiva solicitud ante el Ministerio de Educación Nacional por conducto del ICFES, el Ministerio de Educación Nacional decidirá, previa determinación de los mecanismos de evaluación que considere pertinentes.
