Queda el Gobierno facultado para reglamentar esta Ley.

El Ministro de Hacienda presentara anualmente el Congreso un informe sobre los resultados obtenidos del sistema de patente a que se establece, y si fuere francamente adverso a los intereses de la Nación, presentara un proyecto de Ley sobre el sistema que a su juicio mejor convenga al país.
