El Congreso de Colombia se vincula al reconocimiento de sus ejecutorias en el destacado paso por esta corporación, a la cual perteneció por espacio de veinticuatro (24) años, exaltando sus actuaciones como legislador, líder ejemplar, consagrado académico y persona de grandes cualidades humanas, que supo representar responsablemente el ideario del Partido Conservador y al colectivo que en muchas oportunidades lo eligió.
