El Gobierno Nacional incluirá en el Presupuesto Nacional de las próximas vigencias las partidas necesarias para el cumplimiento de esta Ley y también se le faculta para hacer traslados, abrir créditos, hacer o autorizar empréstitos ajustándose a los planes y programas que proyecte realizar y a las recomendaciones que le prede Cúcuta, todos ellos tendientes a dotar a Cúcuta y a los Municipios afectados por el terremoto del 18 de mayo de 1875 de las obras que considere indispensables para su progreso y desarrollo económico y social.
