Art. 47. En caso de falta absoluta ó temporal del Gobernador del Departamento de Panamá, el Gobierno de la República proveerá el inmediato reemplazo; y en tanto que esto suceda, é interinamente, desempeñaran sus funciones los empleados siguientes en el orden en que se indica:

En primer lugar el Secretario general ó el de Gobierno en su caso:

En segundo lugar, el Prefecto de la de la Provincia de Panamá; y en tercer lugar, el Prefecto de la provincia de Colón.
