El Fondo de Solidaridad es un patrimonio independiente del de los aportantes, que se formará por cuotas fijas del Instituto y de las Cajas Seccionales, con los recursos especiales a que se refiere el artículo 12 del Decreto 2324 de 1948 y cuya administración corresponde al Instituto. Corresponde al Gerente General, con la aprobación del Consejo Directivo, fijar proporcionalmente las cuotas de que se habla en este artículo.
