Autorízase al Gobierno Nacional, para que, en justicia a su obra rinda honores a su memoria, convirtiendo en monumento nacional la casa que vio su nacimiento, la que funcionará como Casa de la Cultura, Biblioteca y Centro de Capacitación, financiado y administrado por, el Ministerio de Cultura o por la institución que el Ministerio asigne en coordinación con las autoridades departamentales y locales.
