El Ministerio de Minas y Energía autorizará al solicitante escogido para que, dentro de los noventa (90) días calendario siguiente, prorrogables por igual término, por una sola vez, presente el estudio técnico definitivo del proyecto propuesto. Si el interesado no presentare el estudio dentro del plazo fijado, se considerará abandonada su solicitud.
