° La "visa de tránsito" será otorgada dicrecionalmente por el Gobierno Nacional, y el Ministerio de Relaciones Exteriores determinará por medio de resolución, que funcionarios consulares pueden expedirla y les impartirá las instrucciones que crea conducentes para el cumplimiento de lo ordenado en el presente Decreto.
