Adiciónase el artículo 69 del Decreto 1880 de 1988, en el sentido de incluir como medalla militar "General José Hilario López Valdés" por la promoción y difusión de los Derechos Humanos y el Derecho Internacional Humanitario a continuación de la medalla militar "Soldado Cándido Leguízamo", creada mediante Decreto 1469 del 12 de agosto de 1999, con el mismo propósito allí previsto.
