° El Gobierno establecerá los cargos subalternos de Notaría y Registro; fijará los requisitos necesarios para ejercerlos; determinará sus funciones, y teniendo en cuenta el movimiento de las transacciones e importancia del lugar, señalará la remuneración tanto a Notarios y Registradores, como al personal subalterno, que podrá ser en forma de sueldo fijo o de participación en las entradas o de ambas cosas a la vez.
