Si cualquier establecimiento bancario a que sea aplicable la presente Ley, excepto el Banco de la República, no mantuviere el encaje legal exigido, el Superintendente le impondrá una multa que no exceda del 1 por 100 del promedio de deficiencia en los primeros veinte días en que aquella dure, y no mayor del 2 por 100 del promedio de deficiencia por cada periodo subsiguiente de veinte días
