Con el fin de garantizar la presencia permanente de la defensa pública en las actuaciones judiciales se constituirán grupos conformados al menos por dos (2) defensores públicos que deberán ejercer la suplencia del otro cuando ocurra alguna circunstancia de fuerza mayor que no permita al principal asistir a la diligencia.
