Todos los dueños de terrenos expuestos a inundaciones por las aguas que salen de la Laguna de Fúquene o entran a ella, están obligados, a pagar a prorrata del valor de su propiedad inundable, la suma que corresponda en la distribución del presupuesto que haga formar el Gobierno para realizar la empresa de desaguar los pantanos.
