En los Presupuestos de las dos próximas vigencias se incluirá, por mitades, la suma de que trata el artículo l° Y en caso de 110 hacerse, el Gobierno Nacional queda facultado para hacer las traslaciones o abrir créditos que sean necesarios para dar cumplimiento a la presente Ley.
